The Regional Mobile Group CALABARZON traces back its origin from then 4RSAF Battalion. The 4RSAF Battalion was activated in 1985 with COLONEL EVARISTO G CARIÑO (GSC) as the first Battalion Commander. The creation of this unit was patterned from the Special Action Company of the former Quezon PC/INP Command that was organized as a strike force in anti-insurgency campaign. It was composed of Battalion Hqs, two (2) Special Action Companies and one (1) INP Field Force Company.  On January 1991, pursuant to the mandate of R.A. No. 6975 the former PC/INP was reorganized to form the Philippine National Police. The 4RSAF Bn was then renamed as 4th Regional Mobile Force until the last quarter of 1996, it was again renamed as 4th Regional Mobile Group up to August 31, 2002.

 

            Pursuant to E.O. DPL NHQ PNP General Order Number 02-10 dated August 18, 2002, Police Regional Office 4 was deactivated as mandated by Executive Order No. 103 series of 2002 prescribing the division of administrative Region 4 into PRO 4 CALABARZON and PRO 4 MIMAROPA effective September 01, 2002. Subsequently the unit was renamed RMG CALABARZON or RMG4A.

 

Being the operating arm of the Regional Office, RMG CALABARZON’s area of responsibility covers the provinces of Cavite, Laguna, Batangas, Rizal and Quezon with a total land area of 16,230 square kilometers divided into 17 congressional districts, 11 cities, 131 municipalities and 4,010 barangays, with an estimated population of 10,181,770 inhabitants. 

 

Since its activation, the RMG CALABARZON has been in the forefront of the anti-criminality and anti - insurgency campaign of PRO-CALABARZON.  Whether acting as a lead force or a support unit, the RMG recognizes the importance of its role in every police operation and its modest contribution in the overall mission of the PNP.

 

            The RMG CALABARZON was organized in accordance with NHQ-PNP GO # DPL-02-10 dated August 18, 2002. It is presently composed of the RMG Headquarters, the Headquarters Service Company, the Anti-Terrorist Section, the Armor Section and the Three (3) Regional Mobile Companies.

 

            The RMG Headquarters stationed at Camp Eldridge in Los Baños, Laguna assumes command and control of RMG organic units. Utilizing the Headquarters Service Company (HSC) as its staff, and directs, controls and supervises all the administrative and operational activities of the RMG

 

The Anti-Terrorist Section stationed also at Camp Eldridge in Los Baños, Laguna acts as the Special Weapons and Tactics and EOD unit of the RMG. Being co-located with the Group Headquarters, it is utilized for rapid deployment and camp security.

 

The Armor Section co-located with the PRO CALABARZON Headquarters at Camp Vicente Lim, Calamba City mans the Light Armor Vehicle (V-150 Commando) of the RMG and also acts as a reaction and support unit.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

The 1st RMC stationed in Lupang Arenda, Taytay, Rizal is one of the operating arms of the RMG and based in Taytay, Rizal to augment Rizal Provincial Police Office.

 

The 2nd RMC stationed at PNCC Compound in Barangay Turbina, Calamba City is also one of the operating arms of the RMG. It is the RMG’s main effort in securing the main thoroughfares particularly the SLEX and the national highway going south of Metro Manila. To this effect, the 2nd RMC established and maintains a PAC at SLEX for the purpose as well as visibility point and SSCP during the implementation of OPLAN Manila shield.

 

The 3rd RMC co-located with the PRO CALABARZON Headquarters at Camp Vicente Lim, Calamba City is also one of the operating arms of the RMG and being co-located with the Regional Headquarters it helps secure the camp and other vital installations inside Camp Vicente Lim. During reported destabilizations, the 3rd RMC augmented by other organic RMG personnel is tasked as a Tactical Combat Force of PRO CALABARZON.

Aside from the above disposition of units, the RMG CALABARZON through the 3rd RMC is manning a Police Assistance Center at Barangay Sto Domingo, Sta Rosa city and providing a security augmentation at Pilipinas Shell Petroleum Corporation Refinery, Barangay Tabangao, Batangas City, which is a vital installation. The 2nd RMC is manning the Barangay Mamamplasan Police Assistance Center in Biñan, Laguna.

1.         Internal Security Operations (ISO)

In relation with the latest directive from NHQ, PNP, the PNP is now in the forefront in the fight against the insurgents and have directed all RMGs and PPMGs to strike known NPA encampments. RMG CALABARZON

           

2.         Anti-Destabilization Efforts.

With the current political and economic crisis besetting the country and the CALABARZON region being a gateway to Metro Manila from the Southern parts of the country, PRO CALABARZON played a vital role in addressing destabilization efforts directed against the present administration. RMG CALABARZON, aside from its anti-criminality and internal security concerns, mans and maintains three (3) Strategic Security Control Points (SSCPs) during full alert purposely to neutralize destabilization efforts from both rightist and leftist groups. The locations of SSCPs are: 1) In front of Camp Eldridge, Barangay Lalakay, Los Banos; 2) Along SLEX at Sitio Latian, Barangay Mapagong, Calamba City;  and 3).  Barangay Sto. Domingo, Sta Rosa, City. The RMG also organized a Tactical Combat Force ready for deployment upon order or as the need arises.

 

3.         Security and Safety of Main Thoroughfares.

The South Luzon Expressway (SLEX) and the National Highway are the main routes used by motorists and traders in transporting their goods, as such, these roadways had been the favorite haunts of criminal elements in perpetrating hijackings, highway robberies and other highway crimes. The Regional Mobile Group CALABARZON regularly conducts preventive mobile patrol or police visibility and checkpoint operations along Southern Luzon Expressway (SLEX).         The new Management information System, MIS for short is soon to be launched at Regional Mobile Group 4A Headquarters. This software was developed to monitor its personnel and to keep track on their activities, this aims to improve its service to people.

 

         The software was designed using Visual Basic and CorelDraw and was requested by PSUPT JOHN DE LEON ESTEBAN. Though it is the first database developed and to be applied the software is said to have a room for more application needed in HQ.

Newly Graduate SCOUTs to be deployed…
 Another 104 force has been added to RMG4A. A newly graduate of SCOUT has just finish their course and its said they are to be deployed soon.
